Summary:  Located on Oregon’s scenic south coast, the Port of Coos Bay is one of the largest coastal deep-draft harbor between San Francisco Bay and Puget Sound, and is one of the busiest maritime commerce centers in Oregon. 
 
The Director of Finance & Accounting is part of the executive leadership team and reports to the Chief Executive Officer.  He or she prepares, monitors and controls the Port’s operating and capital budgets; manages the Port’s investment portfolio; advises the Chief Executive Officer and Commission on the financial feasibility of projects; directs the Port’s Accounting Department, works with the Chief Executive Officer in negotiations with customers and tenants; reports to the commission monthly on operating results; prepares and presents the quarterly operating and financial capital forecasts to the Board; monitors cash to determine if/when the Port needs to issue additional debt and works with an independent CPA in preparation of the Comprehensive Annual Financial Report (CAFR).
 
The successful candidate will be an experienced financial manager with knowledge of principles, concepts and methods of municipal accounting and budget management; accounting regulations, guidelines and GAAP procedures.

Required Qualifications & Experience:  At least ten years’ experience in public sector accounting with at least five years in a management role.  Previous public agency experience is required, port authority experience is preferred, along with familiarity with maritime transportation and managing major capital projects from a financial perspective.  The ideal candidate will have working knowledge of Port Tariff, shoreside cargo operations, inland freight movement, managing leases and operating agreements, and proven experience working collaboratively and successfully with port customers.  Must have detailed knowledge of budgeting and auditing laws, and rules and regulations. 
 
Minimum Education Required: Bachelor’s Degree required.  Master’s Degree preferred.
